Team Leader (Consultancy*) - IOM, Belgrade

This is a request for CVs/ expression of interest for the position of Team Leader. The International Organization for Migration (IOM) is seeking qualified candidates to join the team in Belgrade, Republic of Serbia.

Total estimated input required is 150 days. The team leader is expected to spend 100% of his/ her time input in the Beneficiary country.

The recruitment/ appointment and entitlements are subject to funding availability/ confirmation.

INTRODUCTION
In order to increase the efficiency and effectiveness of resources designated for housing and income generating projects, local self governments have been supported to develop Local Action Plans (LAPs) for resolving problems of refugees and IDPs on their territory. Those LAPs are implemented by municipalities and other institutions that provide services on the local level, such Centers for social welfare.

The Project entitled ¡§Support to the Implementation of strategies for IDPs, refugees and returnees - Component 2 (EuropeAid/131323/C/SER/RS)¡¨ - aims to meet the housing needs of refugees, IDPs as a priority. In addition, specific activities aimed at improving social inclusion of returnees will be supported.

Under this new EC tender the project will seek to support a further 20 new LAPs. To achieve this, the Contractor (hopefully IOM) will design, manage and launch a grant scheme (call for proposals) for the implementation of these 20 Local Action Plans for solving the problems of refugees and IDPs and returnees under the readmission agreements. This will involve the establishment of a Project Management Unit, the design and launch of a Call for proposals to support the 20 Local Action Plans, assessment and selection of applicants to the Call, and then evaluation of the implementation of the LAPs.

The target groups for this project are:
  • refugees
  • IDPs
  • returnees under readmission agreements
Context:

Under the direct supervision of the Chief of Mission (CoM) in IOM Serbia, the Team Leader (TL) will be responsible for all issues relating to the overall management of the team, while also contributing to the programme planning/development and monitoring and evaluation.

Core functions/ responsibilities:
  1. Advise on project planning and implementation, work planning, scheduling and coordination of inputs, determination of priorities and management of project resources.
  2. Provide overall team leadership for supervision and coordination of activities of the consultants, including jointly formulating individual work plans consistent with those of the Project.
  3. Ensure that all consultants deliver the specified services according to their TOR.
  4. Participate in the supervision and review of the implementation of activities funded by the Project.
  5. Keep the Project Steering Committee informed, through monthly reports, of progress in the implementation of the Project and especially of any issues or delays arising, and provide advice on appropriate remedial measures.
  6. Provide support to potential grant recipients.
  7. Conduct field visit and mission to monitor funded activities.
  8. Perform such other duties as may be assigned.
Desirable Qualifications and Experience
a) Completed advanced university degree from an accredited academic institution in Political or Social Sciences, International Affairs or related fields.
b) Excellent communication and leadership skills.
c) At least 10 years professional experience in the field of social inclusion.
d) At least 10 years Project Management coordination and team leading experience with EU-funded projects, including grant schemes according to PRAG.
e) A minimum of 5 years of relevant professional experience in at least one of the following technical areas: capacity development of local government institutions; housing solutions for vulnerable groups; employment solutions and income generating activities for vulnerable groups.
f) Experience in the Western Balkans would be an advantage.
Languages

Excellent knowledge of English written and spoken. Knowledge of Serbian will be considered an added value.

NOTE:
*The total remuneration package is approximately USD 9,000 per month.
