Title: Senior Technical Advisor – Logistics/DGHS Band: 6 Reports to: Deputy Director-Logistics Project/Center: SIAPS, CPM Location: Dhaka, Bangladesh
OVERALL RESPONSIBILITIES SIAPS has been providing technical support to the Ministry of Health and Family Welfare (MOHFW) and its key directorates e.g. Directorate General of Health Systems (DGHS) and the Directorate General of Family Planning (DGFP) of Bangladesh for the strengthening of supply chain management systems required to manage health commodities. The scope of this work involves strengthening of procurement planning and management systems, logistics management information systems, warehousing and distribution capacity, as well as supporting the development of public sector capacity in supply chain management including capacity building of national indigenous institutions. Upon request from USAID/Bangladesh, the project will also provide technical support to the national TB program. The Senior Technical Advisor - Logistics provides technical assistance to the MOHFW and DGHS for strengthening of the logistics management information systems, warehousing and distribution capacity, as well as supporting the development of supply chain capacity in the MOHFW and DGHS in particular.
SPECIFIC RESPONSIBILITIES 1. Provide necessary technical assistance to the Central Medical Store Depot (CMSD) under Directorate General of Health Services (DGHS) particularly to strengthen supply chain management system for health commodities under direct supervision and guidance of Deputy Director – Logistics. 2. Provide support to review operational processes of warehouse management, monitor and improve warehouse efficiency and stock management, inventory control. 3. Provide direct TA to maintain and drive improved efficiency and effectiveness of warehouse and logistics area, systematic storage and retrieval of raw materials, warehousing and timely shipment 4. Facilitate develop and implement efficient and effective procedures to ensure compliance to efficient Delivery and dispatch of goods in the warehouse systems. 5. Maintain close liaison and coordination with senior officials in the MOHFW and DGHS to ensure activities related to technical assistance are done with their active participation for building ownership. 6. Contribute in Design, implement and monitor capacity building activities with MOHFW and DGHS staff responsible for supply chain management functions. 7. Represent the program at various technical meetings with other cooperating agencies and participate in various working groups as required. 8. Closely work with Deputy Director – Logistics to ensure defined technical work plans are being implemented in a timely and technically sound manner, and productively leverage collaboration with key government and other stakeholders and partners. 9.
Participate in the development of training strategies and plans for national and regional level procurement and supply chain system implementation activities, in collaboration with relevant team members and partners. 10. Work closely with the Finance and Administration Manager to develop and monitor appropriate/adequate budgets to support technical activities. 11. Report regularly to the Deputy Director – Logistics on progress/results achieved in technical work plans, and resolve any challenges faced. 12. Conduct field monitoring visits if needed. 13. Prepare and give technical presentations on key project activities and achievements as needed. 14. Carry out additional responsibilities as may be assigned from time to time.
QUALIFICATIONS 1. Advanced degree in logistics, supply chain management, pharmacy, medicine or business management with background in public health or related field. 2. Significant experience in providing technical assistance in supply chain management of health commodities desired. 3. Significant experience in international public health with at least three years’ experience related to contraceptive logistics, health commodity logistics, supply chain strengthening, pharmaceutical management, preferably in work funded by USAID. 4. Strong organizational skills and ability to work in a team-oriented, culturally diverse environment. 5. Excellent interpersonal skills, sound judgment, communication skills, training. experience, ability to identify and resolve policy and operational constraints. 6. Self-motivated, strong initiative. 7. Experience and ability working with senior government officials. 8. Experience with USAID and other donor agencies desirable. 9. Excellent written and verbal communication and presentation skills in English. 10. Demonstrated intermediate skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint.
Familiarity with Microsoft Project a plus. 11. English fluency required including speaking, writing, and reading; additional proficiency in Bangla and/or other Bangladeshi language a plus. 12. Ability to travel for extended periods of time in-country to support technical activities. 13. Willingness and ability to travel internationally, including to the US as needed.
