Position Summary: Pact is seeking a Climate Change Technical Advisor for an upcoming USAID-funded Sustainable Landscapes Project in Cambodia. This position is contingent upon award. The Advisor will provide leadership in designing and implementing technical programs and input to donor-funded climate change projects, both adaptation and mitigation. The TA will also ensure Pact and its implementing partners and grantees are current with and applying CC best practices and approaches, in accordance with program objectives. S/he oversees and provides technical assistance and CC capacity strengthening services to internal staff and external local organizations. Responsibilities will include

Specific Duties and Responsibilities:
• Provide lead technical direction in activity planning in all CC technical activities and provide direction, feedback and support to ensure success • Provide input into and assure that all donor technical reporting requirements on program impact are met and assist implementing partners/grantees in setting up reporting and tracking systems to provide such information in an efficient and timely manner • Develop and manage Pact’s local CC technical training activities • Ensure effective coordination and communication between the technical team and other organizational departments • Ensure high-quality program delivery and the cost-effective use of Pact and donor resources • Ensure provision of management support and technical assistance to grantees on program design, budget/work plan development, program implementation and monitoring and evaluation • Represent Pact, as requested, in interactions with donors and partners • As applicable, conduct and coordinate provision of regular monitoring visits to grantee programs; review and provide feedback on grantee performance reports and oversee the development of consolidated reports to donors • Provide regular written/oral program progress updates, as requested • Collaborate in providing information and reports to Pact headquarters and in investigating new funding opportunities • Ensure that the most up-to-date information regarding the programs or initiatives is shared via a range of mechanisms: including reports, newsletters, and the Internet. • Represent Pact at conferences, agencies, meetings and other forums • Participate in relevant organizational and external Communities of Practice • Perform other duties as assigned

Additional Qualifications:
• Minimum 6 years of experience providing technical expertise to climate change adaptation/mitigation projects, preferably in South East Asia • Advanced degree in environmental science, social sciences, international development or relevant area is preferred. • Demonstrated experience in managing climate change adaptation and/o mitigation projects involving multiple sectors • Prior experience in a high-level position under a donor-funded program • A strong team player with excellent interpersonal skills and the ability to work in a high-profile, fast-paced environment • Proven track record of success in managing, coaching, and mentoring staff in an international setting, particularly within non-profit organizations • Proven ability to establish and sustain interpersonal and professional relationships with donors, international PVOs and local CSOs • Strong and proven analytical, writing and oral presentation skills • Ability and willingness to travel • Ability to perform and prioritize multiple tasks • Strong oral and written communication skills • Proficiency in word processing, spreadsheets and database skills • Fluency in English required • Knowledge of Khmer language preferred
