WORK SCHEDULE: Full-time, 40 hours/week, Monday – Friday with some Saturday availability

COMPENSATION: GHAP offers a competitive local salary. Initial salary will be based on experience and skill level, increasing over time commensurate with performance. GHAP has an egalitarian salary structure between local and expatriate staff. The position includes 3 weeks per year of paid vacation leave and visa costs will also be covered. LENGTH OF TERM: Minimum two year commitment, with possibility of extension

LOCATION: Based in Mae Sot Thailand, with some travel to Chiang Mai, Sangkhlaburi, and possibly Rangoon Burma.

POSITION SUMMARY: The Director of Health Systems Strengthening (HSS) is responsible for steering GHAP’s programmatically cross-cutting organizational support to a number of partners, primarily community based organizations (CBOs) and ethnic health organizations (EHOs),implementing health programs. This support focuses on public health program management and organizational and HIS/M&E system development. The Director is expected to provide technical backstopping for direct reports in areas in these areas, to co-lead assessment of the capacity levels of GHAP partners, and to propose strategies and directions for appropriate support to those organizations to promote their missions and priorities in line with GHAP’s mission. The Director will work with HSS and program (technically-focused) GHAP staff and partner organizations to develop and implement a cohesive and coordinated capacity-building plan.

HSS at GHAP does not focus on country-level mechanisms or decentralization efforts commonly seen in Global Fund-style initiatives; rather, it is akin to the emerging area of community systems strengthening that emphasizes development of CBOs to effectively plan, manage, assess, and coordinate efforts to provide quality health services to their communities. Capacity-building work at GHAP includes long-term commitments to work with partners to build organizations that have the ability to manage and plan their own work as well as having the ability to know how and where to seek additional support as needed.
As the head of HSS the Director is expected to collaborate with organizational leadership, but make independent decisions, problem solve, and seek additional assistance and resources as needed. The Director of Health Systems Strengthening is also responsible for ensuring the continued professional development of the Health Systems Strengthening staff, contributing to the development of GHAP strategies and plans, including in the area of cross-border convergence, and participating as a member of GHAP leadership in internal management and support.

PRIMARY PARTNER(S): GHAP partners with community based health organizations implementing health projects inside the border areas of Burma. This position will coordinate GHAP work with partners working in Shan, Karen, and Mon states in Burma. Currently, in depth support is being provided to fiveEHOs and CBOs, with as-needed support provided to several more.

PRIMARY RESPONSIBILITIES:
• LEAD HSS STRATEGY DEVELOPMENT AND IMPLEMENTATION
o Lead development and implementation of a cohesive and coordinated support plan for each partner organization that is consistent with their mission and priorities
o Meet regularly with leadership of main partner organizations and keep up to date with major developments with each partner organization
o Research international best practice in health/community systems strengthening and organizational development and be able to make recommendations suitably adapted for local context
o Stay up to date on the Burma and border area political and security situation

• MONITOR AND EVALUATE HSS ACTIVITIES
o Participate in development of monitoring and evaluation plans for GHAP work with partners
o Lead development and implementation of monitoring and evaluating plan for GHAP HSS work
o Regularly review HSS team performance indicators, and adjust strategies accordingly

• SUPERVISE AND SUPPORT HSS TEAM MEMBERS
o Recruit, supervise, motivate and evaluate HSS team members to ensure the delivery of high-quality products within set deadlines, effective working methods, a positive working atmosphere and good communication.
o Provide technical backstopping for HSS team staff as needed, or refer to the appropriate resources in Health Advisory Team or outside the organization

• PARTNERSHIP PROMOTION
o Look for new opportunities to and innovative ways to partner or collaborate
o Liaise with other NGOs and donors providing support to GHAP partners
o Represent GHAP and local partners in coordination meetings, with those interested in learning more about the work, with government representatives, or others, as needed

• DEVELOPMENT AND DONOR RELATIONS
o Prepare narrative donor reports, and work with finance staff to prepare financial reports, on HSS activities
o Oversee HSS budgets and spending
o Lead or participate in writing or LOI, concept papers, and proposals for HSS work
o Meet with prospective donors or partners as needed and facilitate burgeoning relationships, and ensure donor requests are handled promptly and effectively

REQUIRED QUALIFICATIONS:
Essential Skills:
• Understanding of public health issues and their adaptation to conflict-affected and post conflict settings
• Basic understanding of the larger political context related to Burma
• Ability to work independently
• Team leadership
• Proficient at multi-tasking
• Ability to set priorities and balance work in a fast paced work environment
• Comfort working with numerous partners and ability to navigate the complex relationships involved
• Patience to do extensive capacity building, and work with partners from a variety of language and cultural backgrounds
• Flexibility
• Attention to detail
Experience/Knowledge:
• Three to five years public health program management/monitoring and evaluation experience
• Experience coordinating population-based/household surveys
• Experience managing multiple projects simultaneously
• Minimum two years experience supervising multinational staff
• Minimum two years international work experience in developing country context, preferably in Southeast Asia
• Previous work experience with an international organization
• Experience in budgeting and tracking program progress/spending
• Capacity building, teaching, or training experience, particularly to non-native English speakers
• Experience and comfort with public speaking/presentations
Education:
• Masters level training in public health, health services/systems, or organizational development, or equivalent work experience
Languages/Background:
• Fluency in written and spoken English

PREFERRED QUALIFICATIONS:
• Burmese, Shan, or Mon language
• Previous work experience on Thai/Burma border
• Experience developing organizational policies, processes, and procedures with small NGOs or CBOs
• Working knowledge of Microsoft Access, STATA, and/or ARCGIS
