Requirements include, but are not limited to: - Advanced university degree in political science, international relations or related field, a post graduate degree would be an asset; - At least eight years of diverse and progressively responsible experience in international security, including at the policy-making level; specific knowledge of border management issues; at least six years of senior management experience in a challenging international environment with demonstrated managerial and team leadership skills; - Innovative skills with ability to identify, analyze and propose solutions to emerging border policy issues; - Experience in co-operation with major international organizations and/or research institutions working on border issues; - Excellent communication skills with ability to deal with senior officials and government representatives with tact and diplomacy; - Excellent writing skills and ability to draft policy documents and reports; knowledge of other official OSCE languages would be an asset; - Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; - Readiness to travel internationally on a frequent basis.
Background
The Transnational Threats Department (TNTD) was created in the OSCE Secretariat as per Ministerial Council Decision MC.DEC/9/11 with a view to ensuring better co-ordination, strengthened coherence of action and more efficient use of OSCE's resources in addressing transnational threats. It supports the Secretary General in functioning as the focal point of the Organization-wide programmatic activities that relate to countering transnational threats and in ensuring co- ordination and coherence of action across all three dimensions and among all OSCE executive structures, while respecting their mandates.
Tasks and Responsibilities
The Border Security and Management Unit (Borders Unit, BU) is comprised of a team of 6 staff members (two Border Advisors, Customs Advisor, Programme Management Officer, and Programme Assistant). Under the direct supervision of the OSCE Co-ordinator of Activities to Address Transnational Threats, the Head, Borders Unit will act as the focal point for border-related issues throughout the OSCE's area. The Head will contribute to policy making issues and follow-up action on border-related issues, maintain efficient network of information exchange among OSCE executive structures, as well as among participating States (pS). As a Main Programme Manager, the Head will ensure the proper planning and implementation of border-related programmes and supervise the work of the team members and activities of the Unit on a daily basis. - Providing recommendations on matters related to border security and management to the Co-ordinator of Activities to Address Transnational Threats, Secretary General, to the Heads of OSCE field operations and Institutions, to the Chairperson-in-Office (CiO) and the Delegations;
- Assisting under the guidance of the Co-ordinator of Activities to Address Transnational Threats and within delegated authority to the Secretary General, field operations and Institutions, as well as CiO, participating States and Partners for Co-operation in the implementation of the 2005 OSCE Border Security and Management Concept, including co-ordination of desk- and field-level assessments of national border management systems and the elaboration of national border strategies, as well as other related Ministerial Council, Permanent Council, Security Committee or Secretary General decisions;
- Developing strategies, system capacity and standard operating procedures necessary to deliver border security and management development and institution building to the OSCE pS;
- Providing support on border assistance programmes/projects; supporting border-related training courses and workshops;
- Serving as the primary liaison for the Border Management Staff College in Tajikistan (BMSC), within the TNTD and OSCE Secretariat and serving as the BMSC Chairperson of the Academic Advisory Board and member of the Board of Governors;
- Interacting closely with the relevant OSCE Institutions/Units in the Secretariat and field operations, as well as with relevant International Organizations and national border agencies in the participating States in the implementation of border-related activities;
- Building up and maintaining an overview of all OSCE border-related activities and documents;
- Monitoring the development of activities, including, inter alia, legislative, policing, trafficking, and smuggling in relation to border security and management and the implementation of the 2005 OSCE Border Security and Management Concept;
- Identifying and advising the OSCE Co-ordinator of Activities to Address Transnational Threats on the implementation of border-related activities and taking initiatives in this regard, when necessary;
- Following ongoing issues related to border security and management and ensuring response within the requested timeframe;
- Assisting the OSCE Co-ordinator of Activities to Address Transnational Threats in convening, as appropriate, conferences, meetings and negotiations on border security and management issues and prepare required documents for such meetings, as well as reports upon them;
- As Main Programme Manager for the BU, drafting the BU part of the TNTD proposals for the Unified Budget, as well as to ensuring that its allocation is spent effectively and efficiently;
- Fund-raising for OSCE extra-budgetary projects in the border security and management area.
