Water, Sanitation and Hygiene Adviser - Norwegian Refugee Council, Belgium

Water, Sanitation and Hygiene (WASH) activities have increasingly become a major component of our programme response to meet the needs of displaced people. In recognition of the importance of responding to WASH needs as well as the increasing portfolio of actions, NRC seeks to professionalize, enlarge and develop our response. NRC will etsbalish a seperate portfolio of WASH activities (previously under shelter) and will begin to implement dedicated WASH programs within defined scope and ambitions. NRC seeks to recruit a WASH technical advisor to lead the development of this new programme and support the organisation in establishing innovative and relevant WASH programmes. The advisor will be a member of the Technical Support Section in the International Programme Department of NRC.

Job location can, according to further agreements, be Norway, Belgium, Switzerland or UK.
Job description ■Lead a process of consultation to define and endorse a new WASH programme policy (specific to the niche area of activities relevant to NRC) ■Map and evaluate the present status and performance of NRC WASH activities – staff – tools ■Develop programme strategies and tools/guidelines ■Support the definition and development of a NRC WASH emergency response capacity ■Provide strategic level support and advice to country programmes ■Contribute to development and use of an effective assessment, monitoring and evaluation system ■Participate in joint assessments and programming in new countries, emergencies and start – up of new programmes ■Participate in recruitment and development of technical staff ■Establish relations to the WASH cluster and other relevant actors/technical coordination platforms, international networks or research institutions

Qualifications ■University level education, preferably within water, sanitation and hygiene promotion focus ■Minimum 8 years relevant work experience; of which at least 3 years relevant work experience in complex emergencies/conflict areas; and at least 5 years work experience within WASH programmes, covering both the management, engineering, behaviour change and community aspects ■Experience with the role of an adviser ■Analytical skills ■Writing and document development skills ■Ability to implement and execute ■Fluency in English, oral and written ■Ability to work independently in a result oriented multi-tasking and multi-cultural environment and manage conflicting priorities. ■Flexible- and it helps with a sense of humour
