Chemonics seeks a monitoring and evaluation (M&E) specialist for the anticipated USAID/Regional Development Mission for Asia-funded Technical and Support Services for Monitoring, Evaluation, Learning, and Knowledge Management Program. The five-year, $50-million indefinite delivery/indefinite quantity contract aims to strengthen USAID Forward initiatives for monitoring and evaluation (M&E) systems throughout the Asia region and enhance M&E capacity of local/regional entities. The program, to be based in Bangkok, Thailand, will work to improve management, accountability, and use of empirical evidence for programming, learning, and adapting. Responsibilities include:
  • Lead and/or participate in evaluation teams to implement the whole cycle of assigned studies such as assessment, evaluation, and testing of the development hypothesis, ranging from design and planning, development of methodology and tools, data analysis, to report writing with constructive recommendations
  • Contribute to mission's performance management plan and/or activity M&E plans, especially on use of performance indicators and evaluations to reflect progress
  • Conduct tasks related to M&E system strengthening for relevant missions, implementing partners, and other stakeholders
  • Provide applied experience in supporting learning processes, especially on generating empirical data and its use of informed decision-making, including providing support in applying knowledge of field-tested M&E toolkits for relevant sectors
  • Conduct participatory training/consultations/workshops and other capacity development activities on M&E-specific issues to mobilize M&E expertise in the targeted countries and the region

Qualifications:
  • Graduate degree (preferably a doctoral degree) in social sciences, international development, evaluation, or a related technical field required
  • Minimum seven years of experience in international development, including experience and/or technical knowledge in design and management of development projects 
  • Minimum five years of international experience in design and implementation of performance monitoring, including performance and/or impact evaluation, analyses, and assessments of large and/or complex development projects 
  • Experience as an external evaluation team leader in the past three years 
  • Ability to lead a multidimensional M&E team with diverse background, experience, gender, and culture
  • Professional interaction with senior U.S. and foreign government officials 
  • Experience working in Asia 
  • Technical expertise preferred in health, governance, agriculture, economic growth, vulnerable populations, and environment sectors
  • Southeast Asian origin a plus
  • Demonstrated leadership, versatility, and integrity
  • Excellent English writing and speaking skills (minimum S/4 AND R/4 levels) and presentation skills
