#CAMBODIA - Senior Grants Program Officer - East Asia

The Senior Grants Program Officer - East Asiawill support a growing portfolio of institutional grant programs through a high level of grant acquisition and general program management support. Specifically, the post holder will support country, regional colleagues and Support Office (SO) team members in grant acquisition and management (GAM), with a specific focus on acquisition. The focus of this role is on multilateral, bilateral and private public partnerships. The Senior Grants Program Officer will work closely with national office to ensure that tracking of funding received and potential funding opportunities are maximised.

RESPONSIBILITIES INCLUDE:
  • Work to build great Resource Development Units (RDU) teams in East Asia Region.
  • Support National Office (NO) and Regional Office (RO) identify new key relationships with other regional NGOs, INGOs and Embassies for identifying potential funding opportunities for programmes and projects.
  • With communications department, develop key marketing material for each grant over $300K.
  • Explore ways to reduce overhead costs on grants to ensure WV’s competitiveness without comprising ministry quality with a special focus in 2014 on Value for Money (VfM) and Return on Investment (ROI) with SOs.
  • Support NO complete quarterly lessons learned for large bids and applications not awarded.
  • Identify capacity gaps in grant acquisition and work with teams to address them with the goal of improving the quality of applications and win/loose ratio.
REQUIRED SKILLS INCLUDE:
  • Educational level required: Bachelor’s Degree in International Development , Business Admin. Master’s degree in management or other applicable field.
  • Good understanding of the workings of major donors, such as EC, EU, USAID, AUSAID, World Bank, ADB, DFiD, WFP.
  • Good understanding of standards, and accountability mechanisms such as HAP, the Red Cross and NGO Code of Conduct and understanding of VfM.
  • Basic understanding of accounting principles, financial systems, and budgeting for grant proposals.
  • 5 years experience leading a Grants or Programmes team acquiring and managing institutional grants.
  • Demonstrated track record in proposal development, funding acquisition and grant management for major donors.
  • Travel: minimum of 25% International travel is required.
