We are looking for a highly qualified Water Supply, Sanitation, and Hygiene Promotion (WASH) Manager for overall responsibility for the implementation and development of the Danish Refugee Council’s WASH programme related to the Syrian refugee influx in the Kurdistan Region of Iraq (KRI).

Who are we?
DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.


DRC started working Iraq in 2003 and is currently operating as two programmes 1) emergency programme for the KRI and, 2) durable solutions programme in central Iraq. DRC is actively involved in the emergency response to the Syrian crisis in Iraq with presence in the governorates of Dohuk and Erbil. The DRC response is designed around 5 major sectors: Protection, WASH, Camp Management, Shelter and Livelihoods. As such, DRC is currently positioned with UNHCR, UNICEF, BPRM, AusAID, DANIDA and SMB. The WASH Manager reports to the Head of Emergency.


Duties

  • Overall day to day management of DRC’s WASH projects and direct manager for staff members. This includes coaching, ensuring co-ordination between staff in various geographical areas, recruiting, and developing staff. 
  • Ensure the required resources are allocated to the program to permit an efficient and effective implementation of DRC WASH operations in the KRI. This will be undertaken in close cooperation with relevant departments; such as Logistics, Procurement, Finance-Administration, Human Resources and Safety.
  • Write, supervise and endorse relevant financial and narrative reporting on all WASH related interventions in the KRI.
  • Enhance the quality of WASH programming throughout the project cycle.
  • Provide overall budget monitoring, financial management and expenses control including compliance with minimum DRC and donor requirements.
  • Contribute to the process of applying for funding and broadening the funding basis under the supervision of the Head of Emergency and with the support of the Grants Manager.
  • Continuously monitor and develop relevant accountability initiatives in the field as well as strengthen efforts to document the impact of activities and DRC’s presence.
  • Provide linkages with WASH counterparts in other humanitarian organisations, local actors and within government structures.
  • Ensure DRC staff adhere to the DRC principles, Code of Conduct, Project and Operation Handbook.
  • Maintain contact with relevant partners and donors to ensure a relevant and efficient emergency planning and response environment.
  • Focal Point for all WASH activities in Qushtapa Camp and any others area if necessary. 
  • Take part in the regular information sharing and sector WASH working groups, in coordination with the HoE and other sector coordinators.
About you
To be successful in this role you must have a minimum 5 years of experience overseas working for an INGO, with substantial experience operating in a refugee camp setting, preferably in complex emergencies; university qualifications in the WASH sector; ability to manage a WASH project with all the different components (Water, Sanitation, Hygiene); ability to design WASH set up; ability to do BOQ, Tenders and related WASH procurements; management of large, multi-cultural teams; experience in project development; ability to work autonomously; ability to work every day in Refugee Camp.


You will have extensive experience working with national partners, local/government authorities, and UN organisations. Experience with UNICEF/UNHCR mandatory. 


Knowledge in Autocad and Cash For Work activities advantageous. Full proficiency required in spoken and written English. Proficiency in Kurdish and/or Arabic is an advantage.

An interesting job in one of the best NGO’s in the world. DRC will offer the successful applicant a 7 month contract, renewable dependent on both funding and performance. You must be available to start work from 2nd June and be willing and able to work in the Kurdistan Region of Iraq.
