URGENTLY REQUIRED
The USAID project Prioritazing Reform, Innovation and Opportunities for Reaching Indonesia’s Teachers, Administrators, and Students (PRIORITAS) will focus on capacity building and quality improvements for teacher training institutions (TTI) and for non-academic, pre-service teacher training providers. PRIORITAS will build the capacity of schools and MoEC, MORA national, provincial and district offices together with pre- and in-service teacher training organizations to coordinate, plan and train.

Governance Management Specialist (Data)
This position will be based in Jakarta
The objectives of the assignment as follows: 
  • Provide support, especially in the area of data management and analysis, to the Governance & Management (EMIS) Specialist, with ongoing development, refinement of EMIS tools; for use in the districts and provinces (e.g. tools for mapping teacher distribution, teacher training needs, and teacher training cost analysis.) 
  • Strengthen capacity for management and governance of basic education at national, provincial, district and school level through program implementation, using these EMIS tools and associated training programs.
The Governance Management Specialist's responsibilities will include:
  • Work as a member of the national project team to support the objectives of USAID PRIORITAS in a responsive manner, providing support especially in the areas of EMIS and data management; 
  • Assist the Governance & Management team to develop, pilot, refine and update software applications to meet emerging needs for data analysis to support information-based planning in areas such as teacher distribution and teacher training needs analysis;
  • Assist in the design and delivery of training to district counterparts (i) in the use of EMIS tools, and (ii) to develop the capacity of service provider institutions, including TTI and LPMP, to train local government counterparts in the use of the tools, particularly at province, district and school level;
  • Work with province and district level project specialists and counterparts to implement Governance & Management programs;
  • Respond to other requests for EMIS and data related support, inputs and products as required.
Qualifications:
  • At least five years of professional experience and demonstrated knowledge of theory and practice relating to data management and/or EMIS
  • A good knowledge of the education sector and familiarity with Indonesian education planning, policies, and protocols. 
  • Strong ability to use data analysis applications, especially Excell, but also including Access and SPSS as required. 
  • Minimum S1 degree, preferably in computer programming and/or data management.
  • Excellent communication and inter-personal skills. Ability to work well within a team and to work effectively with government and non-government education stakeholders in the field.
  • Excellent writing skills in Bahasa Indonesia. Ability to read and write reports in English.
  • Ability to use, develop or update simple appications using Microsoft Office suite (i.e. Excel, Access and Visual Basic for Applications) will be an advantage.
