Background
DAI seeks a Gender Specialist for a 5-year, $19 million USAID funded “Adaptasi Perubahan Iklim dan Ketangguhan (APIK)” Project. The purpose of APIK is to support the Government of Indonesia to strengthen climate and disaster resilience, working in an integrated manner from the national level down to the community level. APIK will help to mainstream climate change adaptation and disaster risk reduction into national and sub-national governance frameworks, build the capacity of local communities and the private sector to address climate change and weather-related natural hazards, and support the use of information for climate and disaster risk management among key stakeholders.

Summary of Primary Duties
The Gender Specialist will lead the gender integration efforts in APIK activities and within the APIK staff, and will design and implement a gender action plan and ensure gender integration across the select geographies and tasks. The Gender Specialist will support the gender integration of national and community-based disaster risk reduction (DRR) and climate change adaptation (CCA) efforts. S/he will work with the Monitoring and Evaluation (M&E) Manager to develop indicators to monitor the gender impact of the program and recommend program changes based on these efforts.

The Gender Specialist will report to
the Monitoring and Evaluation Manager.
Essential Duties
- Work closely with APIK staff to successfully design and implement a Gender Action Plan and ensure gender integration across the select geographies and tasks.
- Lead the coordination for the initial gathering and analyzing of gender data, and conduct programmed surveys, gender-based climate resilience working groups, and assessments.
- Support the Monitoring and Evaluation Manager and regional office teams to conduct CCA/DDR gender analyses at the community level.
- Develop verifiable indicators to monitor the gender impact of the program.
- Identify and recommend needed program changes to other long-term staff based on monitoring and evaluation results.
- Participate in the design of evolving program activities to ensure proper gender balance.
- Support the Chief of Party in conducting internal gender training and to appoint a gender lead for each office and task.
- With the Chief of Party and Monitoring and Evaluation Manager, meet biannually with gender leads to track gender integration across geographies and tasks.
- Contribute inputs for bi-weekly, quarterly, and annual reports as required.
Qualifications
- Five or more years of experience in gender integration.
- Three or more years of experience in M&E and the implementation and analysis of gender data, surveys, and assessments.
- Experience with community-based CCA/DRR integration strongly preferred.
- Experience participating in the development of program activities to ensure proper gender balance and incorporate a gender lens into program design.
- Bachelor’s degree in a relevant field; Masters preferred.
- Strong English writing abilities.
