Project Description:
The READ Alliance is a USAID funded program and being implemented by Centre for Knowledge Societies (CKS). It represents a bold new approach to partnership and innovation, which can bring about developmental change with rapidity and at scale. In leading the READ Alliance in partnership with USAID, CKS aims to create and lead robust social and institutional networks by bringing together corporations, non-profit organizations, think tanks, foundations, researchers, schools, teachers, and others in a new way to ensure that media, technology and innovation are used more effectively to promote early childhood reading especially for the population at the base of the pyramid. 

The READ Alliance is based on the belief that the ability to read is the most basic building block of learning. The ultimate goal of the READ Alliance is to improve the reading skills of more than 1.5 lakh children in India today, preparing them for a lifetime of reading and learning.

Designation: Program Officer 

Experience: 3-5 Years (Prior experience of working for Early Reading and/or education programs will be preferred)

Educational Qualifications: Masters Degree in social science (anthropology, sociology, psychology, education.

Key Result Areas / Requisite Skills and Aptitude: 
MANAGING READING PROGRAM SUB GRANTS & PARTNERSHIPS-
  • Coordinate and administer pre-award and non-financial post-award activities for all sponsored projects in close coordination with the finance team and engaging the client
  • Maintain communication with all sub-awardees to ensure timely receipt of requisite reports and documentation in accordance with regulations and the terms and conditions of multi ple grant awards.
  • Review and communicate award expiration dates, altered timeframes, milestones, and major changes in activities and budgets to appropriate staff (Program, Finance, Clients etc.)
  • Communicate professionally and in a timely fashion with donors and partners to ensure effective grant management and advancement of program implementation.
  • Regularly monitor and document grant expenditures and grant funded activity to ensure compliance with federal regulations and specific terms and condition ns of multiple grant awards
  • Establish policies and procedures to ensure compliance with all grant regulations and requirements
  • Develop, implement, and train staff in the proper application of time-keeping, branding and marking, data collection and management, and programmatic reporting policies. Monitor the application of these policies.
  • Review grants reports and communications with donors and stakeholders for accuracy and compliance prior to submission.
  • Under supervision of Program Director, provide program oversight and technical assistance to partner organizations and sub-grantees for implementing Early Reading project activities and interventions
  • Support partner organization teams to ensure timely implementation of program activities as per agreed annual work plans
  • Creating and maintaining annual, quarterly and monthly work -plans, progress trackers, effort calculations, deliverables and milestones for internal and external reviews
  • Visit program sites to assess effectiveness of program design and implementation, training, workshops, as well as other purposes.
  • Identify Literacy program staff capacity-building and professional development needs and assist the Human Resources team with sourcing of support to address the needs; provide similar support to partner capacity-building efforts. 
MONITORING & EVALUATION-
  • Support Project Director to develop, implement, monitor and report on project activities including work - plans, budgets, activities, Monitoring & Evaluation (M&E) framework and program reports.
  • In collaboration with the Project Director, M & E team, implement M & E activities such as establishing systems, tracking progress, setting indicators and producing deliverables according to agreed work -plans. 
DOCUMENTATION-
Develop and produce learning resource packages, documents, reports, proposals and presentations according to program requirement for internal and external dissemination.

KNOWLEDGE CREATION-
  • Recommend, implement, and administer methods and procedures to enhance knowl edge management and dissemination especially around the allied field of early reading
  • Create new knowledge in the field of reading, technology interface and systems, Verify selected knowledge, capture and organize knowledge and last but not the least ensure appropriate dissemination through the Communication and Partnerships unit.
  • Contributing in research design, data collection and reporting as required
  • Oversee collecting and sharing of effective practices from all current Literacy programs.
  • Prepare all internal and external reports with quality required by the READ Alliance such as donor report, government report, monthly/annually/quarterly progress report, best practices, newspaper article, case studies, lessons learned etc. 
NETWORKING & LIASIONING-
  • Planning and coordinating stakeholder meetings, workshops, working group sessions, conclaves and conferences
  • Coordinating with external vendors as and when required (with the support of the admin team)
  • Work closely with the Project Director to explore opportunities of collaborating with government to obtain support (for example, financial support, public acknowledgment, advocacy for successful program
  • elements) as well as replicate READ Alliances innovative ideas and innovations into the mainstream education system at the local, regional, and national levels.
  • Liaise with other organizations and networks running similar programs to identify areas of knowledge sharing and possible collaboration.
OTHERS-
  • Recommend improvements to Program Managers and Country Director to more efficiently and effectively manage the Literacy program.
  • Represent the READ Alliance by attending and speaking at relevant forums and advocate the importance of its early reading work.
  • Assist the partnerships/ alliance team by giving input into fundraising strategies for the program, preparing funding proposals and reports, and meeting with donors, as required.
  • Support the READ Alliance staff by serving as a mentor and coach who encourages collaboration, innovation, excellence, and professional development especially in the domain of early reading
  • Proactively use social media platforms to engage relevant stakeholders and to share updates and information from the relevant project activities
  • Explore how social innovation, social entrepreneurship, technology and/ or other forms can be harnessed to improve the poor reading skills amongst children in India
