Raoul Wallenberg Institute Job Vacancy: Programme Officer - Amman, Jordan

The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is an independent academic institution established in 1984. The mission of the Institute is to promote universal respect for human rights and humanitarian law by means of research, academic education, and institutional development. The vision of the Institute is to be a centre of excellence meeting the highest international standards in all its fields of operation, contributing to the development of societies based on a human rights culture. In addition to research and academic education programmes, the Raoul Wallenberg Institute has since 1990 been implementing a wide range of human rights capacity development programmes for institutions in developing countries, mainly with the support of the Swedish International Development Cooperation Agency (Sida). The Institute's capacity development programme in the Middle East and North Africa (MENA) region started in 1999 including regional and bilateral cooperation projects. In order to ensure effective and efficient implementation of the Programme as well as build strong and strategic relationships with all concerned stakeholders, the Programme is managed from a RWI office in Amman, Jordan.

SummaryRWI is currently seeking a Programme Officer at RWI's office in Amman. The Programme Officer's primary responsibilities are to ensure that RWI's programme activities focusing on support to Judicial and Academic Institutes in the MENA region are planned, implemented and followed up on so as to achieve expected results enhancing the overall impact, quality and coordination of the MENA programme. The length of contract is until 31 December 2016 with possible extension. Local employment conditions apply. We do not have the possibility to support re-location.

Duties and ResponsibilitiesReporting to the Head of RWI's office in Amman and in accordance with relevant template and guidelines, the Programme Officer shall:
  • Plan and implement RWI's activities focusing on Judicial and Academic Institutes in MENA, for example curricula development, national and regional training courses and moot courts; national and regional meetings, workshops and conferences etc.; 
  • For completed activities, prepare narrative reports to analyse the results of the respective programme activities carried out;
  • Initiate and maintain regular contact, as well as participate in meetings with relevant justice and academic sector institutions, authorities, organisations, donors, etc.
  • Draft and monitor programme budgets and work plans;
  • Draft agreements and contracts with partner institutions and external consultants;
  • Regularly assess and monitor programme results;
  • Stay informed of relevant programme developments;
  • Prepare annual progress reports to analyse the results of the programme;
  • Assess new programme opportunities within the mandate of RWI, and when relevant draft proposals for new programmes;
  • Perform other duties or project related work as assigned by the Head of Office.
The position involves travelling to programme sites in the MENA region to implement activities, assess and report on project developments and results. At times, the workload can be high.

Qualifications
  • Master degree in law (or related field) with preferably a specialisation in international human rights law; 
  • A minimum of four years of relevant professional experience in programme management, preferably in the human rights field;
  • Experience of programme work concerning MENA region, and experience of working with justice sector institution
  • Experience of results based management and monitoring and evaluation tools;
  • Fluency in written and spoken English and Arabic is required, knowledge of French is desirable
  • Flexible proactive mindset with strong teamwork skills
