JOB CONTEXT:
In January 2013, HI has decided to open a mission in Myanmar with a permanent presence of an expatriate in the country. Development oriented projects, in favour of mine victims and people with disabilities where designed in partnership with local civil society actors. Since the end of 2014 HI programme in Myanmar is implementing several projects in partnership with DPOs, and a mine victim assistance project since January 2015 in one of the most mine contaminated area of the country. The programme is expected to open more victim assistance centers, in particular in the oriental part of the country, close to the border with Thailand.

The first programs of HI started in Thailand with the Khmer refugees’ camps, followed by the Burmese Camps. At present in Thailand, HI activities are implemented in 9 Burmese refugee camps. The main office is in Mae Sot.

HI Thailand program merged with the Cambodian program on the 1st of July 2009. The Thailand site is now meant to get detached from Cambodia and merge with Myanmar program by the 31/12/2015. HI Myanmar and HI Thailand will therefore be merged into a unique regionalized programme, mutualising its structure, and support services, for the implementation of activities on both sides of the border. As Support Services Coordinator, you will be based in the main office of this regional program, in Yangon, and under the direct supervision of the regional Field Program Director.

JOB DESCRIPTION:
As Support Services Coordinator, you will face the challenge of consolidating the existing structure, ensuring its compliance with HI standards and supporting the priority needs in setting up an efficient implementation regional structure. The regionalisation of the Myanmar and Thailand programmes brings an additional challenge, requiring the continuity of high quality services delivery while redefining management structure and organisation.

Your main responsibility is to ensure the program’s financial, logistical, administrative and human resources management. You guarantee compliance with the countries’ legal frameworks and head office rules, whilst ensuring that the specificities of the program are also taken into account.

Your main missions will be as follow:
  • Ensure the smooth running of the newly formed regional support services department for Myanmar-Thailand program. 
  • Manages the regional program's financial resources to ensure on-going sound financial management that complies with internal procedures to guarantee equitable treatment of staff and efficient HR management in support of the program 
  • Implement the program's HR strategy (pay, social and training policies) and ensure implementation of HR processes. 
  • Manage the program's administrative and logistic team to develop the team's autonomy and performance 
  • Guarantee compliance with the program's administrative and legal frameworks 
  • Ensure the program's logistics management (general services, procurement, equipment, vehicle fleet and stocks) in compliance with internal procedures and donor requirements to have an optimal & continuous logistics necessary to realise the program's activities 
CANDIDATE PROFILE:Skills & experiences: You have
  • A degree in economy, management, finance, or business administration. 
  • At least 3 years’ experience as Finance manager in an NGO or a first successful experience on a similar position 
  • A previous experience of team management, with a coaching component 
  • A capacity to link policies and strategies 
  • Sound organisational and analysis skills 
Personal qualities: You are
  • Able to work in a multi-cultural team 
  • Able to be objective and step back when necessary 
  • Known for your diplomacy and negotiating skills 
  • Flexible and willing to travel 
REQUIRED LANGUAGE SKILLS: You are fluent in English 

EMPLOYMENT CONDITIONS: 
Salary: 2 150 – 2 500 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
