Chemonics International Job Vacancy: Logistics Management Information Systems Specialist - Nepal

Chemonics seeks a logistics management information systems (LMIS) specialist for the USAID Global Health Supply Chain (GHSC) - Procurement and Supply Management (PSM) project in Nepal. GHSC-PSM will serve as the primary vehicle through which USAID will procure and furnish health commodities, support improving Nepal's management of the supply chain, and collaborate with key international and local stakeholders to support U.S. government-funded public health initiatives in Nepal.

In collaboration with USAID and the Nepalese Ministry of Health (MOH), the LMIS specialist will oversee and support the implementation of a Web-based electronic LMIS (ELMIS) platform by developing and carrying out system strengthening strategies in coordination with project management, the MOH, and the Logistics Management Division (LMD) of the Department of Health Services. In this effort, the LMIS specialist support strengthening system documentation and analysis and evaluating options for the system. Responsibilities include:
  • Forge productive relationships with the MOH, Department of Health Services, and LMD
  • Review existing health commodity supply and distribution systems and LMIS software in Nepal
  • Document technical requirements for health and logistics systems, including general, data, reporting, technical, operational, security, performance, regulatory, and training
  • Identify, analyze, and recommend feasible options to strengthen the health supply chain and logistics management information systems for medicines and health commodities
  • Analyze the total cost of ownership, quantifying the financial impact of deploying information technology products over their lifecycle
  • Map out required hardware and equipment gaps identified for pilot sites
  • In partnership with the LMD and MOH, develop an ELMIS implementation plan to install, test, adapt, and implement the improved ELMIS system; and ensure the plan is based on informed strategies and reflects the commitment, roles, and responsibilities of the MOH and LMD in the implementation, support, and maintenance of the improved system
  • Conduct capacity strengthening sessions to share LMIS global and regional best practices and lessons learned
  • In cooperation with the LMD, manage the design, development, and implementation of health and logistics systems
  • Provide technical support in the implementation of system strengthening pilots
  • Manage development and implementation of health system training plans
  • Document and track lessons learned to support rollouts of health and logistics systems
  • Manage development of technical manuals, guidelines, and standard operating procedures for health system strengthening
Qualifications:
  • Bachelor's degree in information technology or other relevant field required; master's degree preferred
  • Minimum 10 years of relevant work experience managing large-scale management information system programs
  • Relevant information technology certifications, as well as project management experience
  • Skilled in leading and managing a large high-performing team of IT professionals
  • Ability to work with cooperating partners and vendors in implementing complex programs
  • Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills
  • Demonstrated leadership, versatility, and integrity
  • Demonstrated ability to communicate clearly and concisely both orally and in writing
  • Fluency in written and spoken English required​
