Support to Strengthen Management of Human Resources for Health, Myanmar – Operations Research Manager

Touché Tohmatsu India Private Limited (DTTIPL) is pursuing to work a
leading Global donor in Myanmar to provide technical support on the
‘Support to Strengthen Management of Human Resources for Health’
project. As a part of this project, DTTIPL seeks to engage the services
of a qualified and experienced Consultant on contractual basis for the
following position (contingent on grant funding).
To
address, the ongoing and emerging health issues that the population of
Myanmar faces, the government is committed to building a robust,
adaptive, and responsive health care system. In support of this goal,
the health systems strengthening component of the donor invests in 6
strategic areas: supply chain management, human resources for health,
evidence-based policy making, community engagement, infrastructure
development, and governance and stewardship.
The
Ministry of Health and Sports has made progress toward expanding the
availability and quality of the health workforce. Guiding the
government’s investment in human resources is the Health Workforce
Strategic Plan (HWFSP) 2012 – 2017, which sets forth policy directions
to improve the availability of a health workforce and to ensure adequate
quantity and mix of competent and committed health professionals at
managerial and technical levels, who can be deployed where and when
needed to serve the people of Myanmar.
Under
the scope of the project, DTTIPL will work on strengthening capacity of
HR departments in assessing HR database, forecasting HR needs, improve
HRH quality assurance frameworks, targeted trainings, and building
evidence on HRH management at national and state level.
Position: Operations Research Manager, based at Nay Pyi Taw
Key Tasks:
- Develop an overall operational research design and/or case study designs that can generate information and evidence to support policy makers’ decision-making processes
- Lead e4ffective implementation of these designs; ensure accurate, timely and appropriate collection and analysis of data, and appropriate write up of results (potentially in a range of forms, depending on intended use)
- Work closely with the teams in Nay Pyi Taw and India to plan data collection and activities, data-based program decision-making, and results reporting
- Conduct assessments in line with project work plans and submit reports; share results through regular meetings with key stakeholders
- Document of program outputs, decision making processes, outcomes and lessons learned
Qualifications/Experience specifications:
- Bachelor’s degree in health or related field
- At least 8 years’ related experience in program monitoring and evaluation and/or operations research.
