POSITION DESCRIPTION
Title: OneSky Vietnam Country Director
Reports to: Chief of Global Partnerships

SUMMARY OF JOB ACCOUNTABILITIES
OneSky seeks someone who is a motivated and accomplished leader with interest in providing quality and innovated programs to the world’s disadvantaged children and combines proven business disciplines with inspirational management skills to provide exceptional guidance to staff and to oversee all areas of operations.

The OneSky Vietnam Country Director will be directly accountable for leadership of the country office operations, human resources management and program expansion in the country. S/he is additionally responsible for participating as a key contributor to global advocacy efforts, development of a country-level strategy, and oversight of the successful implementation of all OneSky programs in country. S/he will be the primary representative of the OneSky organization to various stakeholders, including (but not limited to) government officials, donors, and other local and international partner organizations.

S/he will be a seasoned professional with the knowledge and experience to quickly gain the trust and confidence of colleagues at all levels, both inside and outside of Vietnam and must be able to work in a fast-moving, entrepreneurial global non-profit organization.

JOB REQUIREMENTS

Experience
A minimum of ten years of professional experience in non-profit development. Knowledge of the fields of education, child development, and/or related experience is required, as is familiarity with early childhood education models, current research and trends.

Education
Bachelors degree (or equivalent). Preference will be given to candidates with an advanced degree.

  • Possess a professional attitude and diligence, and be able to work independently as well as lead a multi-cultural, multi-focal team based in various locations.
  • Frequent domestic and occasional international travel is required, as well as the ability to regularly take calls with participants in various time zones.
  • The candidate will have experience working in, and be very familiar with Vietnamese culture and customs.
  • Oral and written fluency in Vietnamese and English is required.
JOB FUNCTIONS
The OneSky Vietnam Country Director will work closely with the OneSky Leadership Team, Program team, Communications team, and consultants to engage in the following activities:
  • Provide strategic leadership and develop action plans to further OneSky’s mission and programs in Vietnam. 
    • Contribute to short and long-term organizational planning and strategy.
    • Work with OneSky leadership and development team to maintain positive working relationships with funders. Work with other internal and external stakeholders to assess and pursue funding opportunities as needed.
    • Arrange and participate in high-level meetings of stakeholders as required.
    • Effectively communicate the goals of the OneSky programs and enlist engagement of government, civic leaders and the communities at large.
  • Effectively manage local staff to achieve objectives.
  • Effectively communicate with local government partners on project status and enlist appropriate help when needed.
    • Ensure policies and processes conform to country mandates.
    • Work with relevant global and country-based staff to ensure country compliance with OS policies and procedures regarding procurement, records management, HR administration, lease and contract management.
    • Ensure terms of all contractual agreements are met.
  • Assist with planning and implementation of Model Early Learning Center programs including: 
    • Planning and deadlines of the site/construction process
    • Oversight and participation in recruiting, interviewing, hiring and training of program staff.
    • Supervise, train and ensure staff performs duties as identified in their job description and lead initiatives to develop staff capacity.
  • Assist with development and monitoring of program budgets, and overall responsibility for budget oversight. 
    • Review and authorize expenditures and ensure compliance with procedures required by grant or contractual agreements.
  • Work with the program team to assess community needs and program effectiveness, including formal and informal evaluations. Look for opportunities to increase impact and pursue those opportunities in collaboration with the program team.
  • Participate in trainings and professional development opportunities provided by OneSky.

To this end, OneSky has recently committed to developing an early childcare program in Vietnam for migrant and working families in industrial zones where childcare is unregulated and/or non-existent. We hope this new and exciting initiative will have profoundly positive effect on the lives of children there. It will also be the first time OneSky has expanded its services beyond China. Vietnam will therefore serve as the pilot for expansion into other countries in the future.
