China Program Field Coordinator

Founded in 1990 and guided by the values of collaboration, depth and feminism, OutRight Action International (“OutRight”) strives to support lesbian, gay, bisexual, transgender and intersex (LGBTI) people to live safer, healthier, and more empowered lives worldwide. OutRight’s vision of change includes policy reform, legal challenges, human rights documentation, and coalition initiatives. OutRight currently seeks a China Program Field Coordinator.

OutRight’s China Project aims to improve domestic violence (DV) and family violence (FV) protections for LGBTI persons in China through: improved community-based resources; strengthened capacity among Chinese LGBTI and domestic violence organizations to address LGBTI DV and FV; more sensitive first-responders; and progress towards inclusive legal and policy protections (anticipated outcomes). The China Program Field Coordinator works closely with and under the supervision of OutRight’s Regional Program Coordinator for Asia to implement grant-related program activities including monitoring and evaluation of program activities; report writing; and grant administration.

Primary Responsibilities
Under the supervision of the Regional Program Coordinator for Asia and the Pacific Islands:

Programmatic

  • Travel as requested by OutRight within and outside China in the context of furthering the China Project objectives.
  • Support OutRight’s local implementing partner in achieving deadlines and full implementation of project work plan and objectives in compliance with the program funder. This includes doing trouble- shooting and providing technical assistance.
  • Initiate and identify evolving programmatic initiatives and opportunities in conjunction with local implementing partner and OutRight supervisor.
  • Represent OutRight in advocacy meetings and with project partners.
  • Assist in drafting press materials as needed about developments in China.
Administrative
  • Draft monthly project updates and quarterly performance narrative reports as needed by OutRight and/or funder.
  • Systematically gather data for the purpose of reporting to the donor.
  • Arrange events and logistics for international educational activities and conferences in the context of the China Project.
  • Collaborate with local implementing partner to develop and use monitoring and evaluation tools.
  • Review local implementing partner financial reports and supporting documentation to ensure compliance with funder guidelines.
  • Collaborate with New York-based accountants to secure timely submission of financial documentation to the program funder.
  • Fluent in written and spoken Chinese and English
  • At least 3 years of experience with program coordination and conducting program monitoring and evaluation
  • Experience working with large grants with a high emphasis on reporting, monitoring and evaluation and fiscal compliance
  • Experience with Chinese NGOs and knowledge about INGO law strongly desired
  • Exceptionally self-disciplined and self-motivated, able to work alone and remotely essential.
  • Familiarity with philanthropy and non-profit sector issues in the U.S. and China is a plus
  • Professional experience working on human rights, sexual orientation, gender identity, intersex status, and domestic violence preferred
  • Advanced training in a relevant field (preferably Masters degree or equivalent)
  • Must be willing and able to work in Hong Kong or Beijing.
