SENIOR CAMPAIGN MANAGER – ADVOCACY & CAMPAIGN 
1 position, based in Jakarta

ROLE PURPOSE:
The Senior (Sr.) Campaign Manager will lead on the implementation of creative and impactful integrated campaigns to influence behavioural change and public awareness as well as policies changes on deprived and marginalised children in Indonesia. The Sr. Campaign Manager will work under the organization’s framework on Every Last Child Campaign, Centenary commitments and Campaign strategy.  In the event of a major humanitarian emergency, the post holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Save the Children in Indonesia is changing for the better. We've begun to build a national organization that aims to be a strong, local, and self-sustaining voice for children in Indonesia. To this end, SC Indonesia has been designated as a “Prospect Member”. As ‘Prospect Member’ Indonesia has been identified as part of the next way of new member development, which focuses on strengthening and localizing our voice for children in strategic middle income countries. Indonesia has been authorized by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. Success of the pilot phase will set the Indonesia on a pathway to full membership.

In line with guidance provided by ILT, the post holder will contribute to building the most positive and affirming work environment possible and promoting culture of the organisation that is aligned with the mission, evolving goals and strategic ambitions aligned with the Membership Accountability Framework.

The post holder will also contribute to the standards as noted in the Prospect Member Framework as follows:
  • Responsible/Support on-going development and emergency programming of the existing portfolio in Indonesia in order to achieve ambitious breakthroughs for children,
  • Ensuring continued development & management of a high performing field office teams.
  • Contributing to the development of strong partnerships.
  • Contribute to effective advocacy and campaign for children and collaborate with other departments to implement advocacy and campaign initiatives that support the theory of change.
  • Helping to build a strong brand for the organization by ensuring compliance with global brand procedures and awareness of brand in local market.
  • Contribute to ensuring financial sustainability and growth orientation in the funding portfolio.

SCOPE OF ROLE:

Budget Responsibilities:
USD 100,000 per year.

KEY AREAS OF ACCOUNTABILITY:

The Campaign Manager contributes to:
  • Leadership of the Yayasan Sayangi Tunas Cilik,
  • Support the development of an organisational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children,
  • Help design and implement a coherent organizational structure that is consistent with agency practices and appropriate to programme needs,
  • Help establish, maintain, and improve active and regular working relationships with: host government authorities, donors, partner agencies including humanitarian and development donors, and local and international NGOs,
  • Supports to ensure Indonesia Country Office complies with all Save the Children Management Operating Standards and Standard Operating Procedures,
  • Supports to ensure that all required support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the Regional Office.
Effective Campaign Strategy
  • To make significant contribution to the development of strategies for ambitious, high impact and well-researched campaigns that use the power of people to lead to positive change in children’s lives,
  • Ensure the campaigns strategies support Save the Children’s “Ambition for Children 2030” and the Country Strategic Plan 2019-21 for Every Last Campaign and the Centenary commitment,
  • Develop a campaign plan and lead the implementation of the campaign activities, working in close relations with Fundraising, Advocacy, Program and Communication/media teams,
  • Devise best campaign tactics to achieve results and regularly review and monitor the impact of these tactics,
  • Coordinate across various platforms (media, digital, events, fundraising) the development of a coherent “supporter journey” with a clear and compelling invitation to engage and to act. Ensure that this engagement is continual,
  • Ensure all Save the Children’s campaigning is designed and implemented to facilitate the involvement of our audiences to become a force for change,
  • Develop campaign materials which effectively engage and communicate messages to a variety of target audiences,
  • Ensure that children are an integral part of Save the Children’s campaigning work for and with children,
  • Develop relationships and work closely with key allies and key coalitions to build a movement for positive changes in the lives of deprived and marginalized children,
  • Develop budgets for the campaigns and oversee campaigns expenditures and budget, ensure all necessary monitoring, evaluation and reporting expectations are met,
  • Ensure that Save the Children’s campaigns support key corporates objectives, including brand building and generation of funds,
  • Ensure child participation in Save the Children’s campaign works,
  • Develop campaign monitoring and evaluation tools together with MEAL to monitor the process and result of campaign as well as analysis of practices and learning.
Resource Mobilization
  • Coordinate mass mobilization through campaigns on child rights issues to ensure public awareness and engagement
  • Support the Advocacy and Campaign Director to work closely with the Fundraising, Marketing and Communications team to ensure strong synergies between the campaign strategy and the fundraising strategy and ensure that Save the Children projects a coherent and engaging public facing image.
  • Support the Advocacy and Campaign Director to coordinate with the Fundraising, Marketing and Communications team, develop an integrated supporter journey allowing the Indonesian public to support Save the Children’s causes and campaigns in various ways.
Effective Communications and Strong brand and reputation building:
  • Position Save the Children as the leading organisation for children’s issues in the country, with child rights at the core of the advocacy work.
  • The post holder will ensure that active advocacy, campaigns and external communications are used to influence public opinion and political commitment nationally in support of children’s rights.
  • Support in identifying and managing potential risks associated with Save the Children’s public positions and design strategies to mitigate the risks that have been identified.
  • Contribute on ensuring that the branding and communication guidelines of Save the Children are uniformly and consistently followed across the Indonesia Country Office.
  • Helping to build a strong brand for the organization by ensuring compliance with global brand procedures, awareness of brand in local market and use of media products.
  • Contribute to ensuring all project staffs are aware and are actively involved in building and maintaining the brand in all office and project sites and with all project external stakeholders including partners.
Communication and Representation:
  • Represent Save the Children with the Government, Donors and members especially related to Every Last Child Campaign and centenary commitment
  • Ensure clear and effective communications between Advocacy and Campaign Department, Fundraising Communication and area offices and project implementation at field level.
  • Contribute to establishing, maintaining, and improving active and regular working relationships with host government authorities, donors and partner agencies, the UN system, and local and international NGOs including other members of Save the Children.
Staff Management, Mentorship, and Development – Program Implementation
  • Ensure that staffs under his/her supervision understand and are able to perform their role in an emergency
  • Together with Advocacy and Campaign Director maintain a high performing, accountable, motivated team, leading and engaging existing staffs while also attracting new talent to the organisation. He/she needs to lead the organisation through significant change, if required, striking the right balance between exciting without being terrifying, and embracing new skills without downgrading existing ones.
  • Manage the performance of staffs under his/her supervision:
    • Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
    • Coaching, mentoring and other developmental opportunities;
    • Recognition and rewards for outstanding performance;

QUALIFICATIONS AND EXPERIENCE
  • A minimum master degree with social sciences and communication background or relevant studies
  • A minimum of 10 years campaign experience in a corporate or an NGO environment, with experience in successfully leading the development and implementation of campaign strategies
  • Experience of developing campaign plans, with the knowledge and understanding of a range of campaign tactics, and a track record of implementing successful campaigns.
  • Excellent understanding of the campaigning environment in national and sub national level
  • Experience in managing number of direct staff
  • Understanding of how to connect children’s issues with public opinion and actions
  • Demonstrable understanding of public participation in campaigning and of public activism tactics and motivations
  • Experience in leading the creation and implementation of a strategy, demonstrating the ability to identify the necessary steps towards an ambitious goal.
  • Demonstrable creative ability in accessing new opportunities, expertise and ideas
  • Proven experience in developing and implementing creative campaigns and building coalitions for change.
  • Ability to identify opportunities to engage the public in advocacy strategies and convert these into clear campaign messaging and activities
  • Experience of achieving change at the national level as well as in the sub national level, using a range of tactics
  • Experience of building the capacity of others to deliver effective campaigns
  • Strong written and spoken communication skills, and an ability to tailor communication to different audiences
