Save the Children Job Vacancy: National Safety & Security Coordinator, Jakarta - Indonesian

Save the Children in Indonesia is changing for the better. We've begun to build a national organization that aims to be a strong, local, and self-sustaining voice for children in Indonesia. To this end, SC Indonesia has been designated as a “Prospect Member”. As ‘Prospect Member’ Indonesia has been identified as part of the next way of new member development, which focuses on strengthening and localizing our voice for children in strategic middle income countries. Indonesia has been authorized by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. Success of the pilot phase will set the Indonesia on a pathway to full membership.

We are currently seeking to fill the following position: NATIONAL SAFETY AND SECURITY COORDINATOR - JAKARTA
1 position based in Jakarta Country Office

ROLE PURPOSE:
National Safety and Security (S&S) Coordinator will ensure the effective implementation of safety and security of Yayasan’s beneficiaries, partners and our staff. S/he will develop, review and update the safety and security management plan and SOPs relevant to the changing security context of the operating environment to minimise risks to staff, partners, communities and our programme and organisational assets.

The National Safety and Security (S&S) Coordinator will work closely with  Safety and Security Focal Point with remote support and guidance from Regional Security Manager, Asia to carry out safety and security assessments, make recommendations and provide support for their implementation. The Safety and Security Coordinator will facilitate the implementation of Save the Children’s Safety and Security Policy and Standards as adopted by YSTC within its programs and help drive systemic culture change in the quality of safety and security management and contribute to building country compliance with safety and security essential standards. The post holder will also promote collective sense of awareness and responsibility in creating a safer working environment.

SCOPE OF ROLE:
Reports to: Senior / Program Operations Director
Staff directly reporting to this post: Safety and Security Officers

QUALIFICATIONS AND EXPERIENCE :
  • Minimum Bachelor’s degree
  • Formal security qualification or advanced security management training
  • Advanced level of understanding with the philosophy and mode of operation of NGOs
  • Minimum of 4 years of experience in relevant field
  • Experience in liaising with civilian and military in emergency
  • Willingness and ability to understand, adapt and respond to dramatically changing work practices and hours, and support  incoming surge teams, in the event of humanitarian response
  • Experience in conducting Security Risk Assessments and security incident management and reporting.
  • Good networking and contacts with INGOs, UN and relevant stakeholders within the government and a willingness to improve it further 
  • Willingness to work and travel in often difficult and insecure environments
  • Experience in incident reporting, incident mapping, set up and execution of an incident warning system (warden system), compilation of security reports and assessments
  • Strong analytical capacity, resourcefulness and creativity in developing the role of security within programmes and ensuring the most effective support to line management
  • Ability  to  balance  demands  of  beneficiary  and  security  actors  while  maintaining  appropriate contextual NGO security advice and coordination
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Good planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
  • Ability to present complex information in a succinct and compelling manner
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams
