KOMPAK Program
KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia's efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work.
KOMPAK focuses its efforts on three result areas:
  • Supporting Local Governments and Service Units to better address the needs of basic service users;
  • Supporting the poor and vulnerable to benefit from improved village governance; and
  • Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.
The Opportunity
The anticipated outcome of this consultancy is to provide capacity support for Camat in collaboration with BPSDM (national and province level) and DG BAK through improving training quality and methodology and providing quality assurance at national and sub-national level. Training for kecamatan staffs, including PTPDs.
Key Duties
  • Review the existing national training modules and materials produce by KOMPAK and Directorate General Bina Administrasi Kewilayahan, Ministry of Home Affairs relevant to new kecamatan regulation
  • Design draft guidelines of Training or Trainer (ToT) for master trainers from Government of Indonesia as part of institutionalization
  • Design a regional and national workshops with relevant stakeholders as part of the institutionalization of the modules
  • Work in collaboration with province BPSDM and KOMPAK team to ensure that the development of kecamatanmodules are aligned with national standard and improved methodologies
  • Writing best practice as the result of camat training and/or innovation resulted from Camat training supported by KOMPAK
Key Requirements
  • Master’s degree in the relevant disciplines, e.g., psychology, sociology, anthropology, economics, public policy/administration, development studies, political science, regional studies, health, education etc.
  • Proven and extensive experience in the Camat training development and delivery of training curricula and materials for camat, including in-house training expertise
  • Preferably with minimum of ten years of experience working in the development field, especially capacity development of sub-national government
  • Demonstrated record of high productivity, independence, initiative, and ?comfort working across multi-organizational partnerships
  • Strong advocacy and communications skills; writing and presenting to a wide range of audiences
  • Experience working with government agencies, development partners and CSOs
  • Fluent written and spoken Bahasa Indonesia and English
  • Understanding of gender equality and social inclusion issues
