RTI International - KSI Project Job Vacancy: Senior Advisor on Partnership Strengthening, Jakarta - Indonesian

The Knowledge Sector Initiative (KSI) is a partnership between the governments of Indonesia and Australia. It is funded by the Department of Foreign Affairs and Trade (DFAT) and implemented in cooperation with the Ministry of National Development Planning/National Development Planning Agency (Kementerian Perencanaan Pembangunan Nasional/Badan Perencanaan Pembangunan Nasional, Bappenas).
KSI supports Indonesian policymakers to develop more effective development policies through better use of research, data, and analysis. The program works with research providers and government agencies to strengthen the quality and policy-relevance of research and how it is used for policymaking. KSI also works to improve regulations and practices that support quality research and make using evidence in policymaking easier.
RTI International as the managing contractor for this program is in search of highly qualified and enthusiastic, experienced candidates to fill the individual consultant position of SENIOR ADVISOR on PARTNERSHIP STRENGTHENING (CONSULTANT)
Duty Station: Jakarta
Duration : 3 months with possibility for extension
Essential duties and responsibilities:
The Senior Advisor will support proactive engagement with Indonesian stakeholders to collaboratively work towards achieving better use of quality evidence in policy making. Working closely with the Team Leader and other KSI team members this strategic, high-level appointment will work across the program to strengthen partnerships both nationally and internationally, foster new ideas, and enable KSI to be responsive to developments within the knowledge sector in Indonesia.
The Senior Advisor will provide technical/advisory assistance, mentoring, and strategic direction based on identified needs of relevant program leads. Duties will include:
  • Programmatic advice to the KSI leadership team in mobilising key stakeholder’s coordination and roles (i.e. working groups and change leadership networks)
  • Serve as resource person or discussant for high level knowledge sector events and relevant working groups
  • Position papers on approaches and issues KSI should consider
  • Work closely with other short-term advisers across the program to ensure policy coherence 
  • Strategic direction and advice to the KSI leadership team related to emerging policy issues, debates and stakeholder engagement
  • General advisory support and mentoring
Working closely with the KSI Team Leader and KSI Program Leads the senior advisorwill work across the program to support KSI in strengthening key partnerships. Initially, the team has identified the need for senior advisor services related to the development of a research endowment fund, subnational action plan implementation, KRISNA’s strategic development, and general advisory support and mentoring.
Requirement of this position:
  • Senior development consultant with 15 years experience in Indonesia
  • Demonstrated understanding of knowledge sector, institutional reform, inter-governmental relations, evidence to policy processes
  • At least 10 years working in a technical capacity to support development programs related to governance or policy reform issues
  • At least 7 years working in a knowledge sector/knowledge-to-policy context in an advisory role.
  • In-depth understanding of institutional reform, knowledge-to-policy and research quality
  • Ability to work collaboratively
  • Strong interpersonal and communication skills and excellent writing skills in English and Indonesian
  • Ability to work within a team under pressure with tight deadlines
  • Fluency in English and Bahasa Indonesia.
