NLR Indonesia Job Vacancy: Program Monitoring Evaluation & Learning Officer, Jakarta

NLR Indonesia is a national foundation, member of NLR Alliance. NLR Indonesia's main programs are leprosy control, prevention of disability, inclusive development for persons with disabilities, and cross cutting interventions on reducing stigma and discrimination for people affected by leprosy and persons with disabilities. NLR Indonesia’s approaches are capacity building, awareness raising, lobby and advocacy and piloting innovative approaches and building networks. NLR Indonesia partners with disabled people organizations, civil society organizations, educational institutions, as well as local governments and ministries / government institutions.

NLR Indonesia has formulated a program approach strategy to realize an inclusive life in society for people who have experienced leprosy and persons with disabilities through zero exclusion. In general, zero exclusion aims to respect human dignity, create a supportive social environment, encourage social acceptance, and increase the participation of people affected by leprosy. In particular, zero exclusion is managed by Inclusion and Disability (IAD) program. IAD program has several projects managed with partner organizations that aimed to improve the lives of persons affected by leprosy and people with disabilities through increasing access to comprehensive services.

Currently NLR Indonesia is looking for a candidate for following position: PROGRAM MONITORING EVALUATION AND LEARNING (PMEL) OFFICER

Based in Jakarta

Program MEL officer report will report to and work under the administrative supervision of the program manager, and will be responsible for the design, coordination and implementation of the monitoring, evaluation, research, and learning framework of the Project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project. He/she will also provide technical assistance to the implementing agencies, particularly in relation to monitoring, reporting and governance issues.

  • Coordination of the project-related activities and database
  • Reporting findings and recommendation
  • Administration work

Specific Duties and Responsibilities:

  • Develop baseline data for each project component and for all project indicators
  • Assist in the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant Ensuring the workplan and budget of all projects managed by IAD unit are in accordance with the outputs to be achieved
  • Prepare workplan templates, budgets and research frameworks to be used by projects managed by the IAD Program
  • Together with the project team, provide assistance to organizational partners to monitor project development according to the research framework, and good practices.
  • Organize and undertake training with collaborating partners on M&E as required
  • Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings
  • Contribute to the development of project tools, project proposal, and reports
  • Manage project administrative and logistic needs of his/her domain
  • Assist with other tasks, as needed
Key Requirements

  • Persons affected by leprosy or with disability and woman are encouraged to apply
  • Ability to speak and write in English
  • Experienced in using database systems, information technology and Microsoft Excel
  • Good understanding of results-based management and what this entails;
  • Minimum of three (3) years of professional experience in an M&E position responsible for implementing M&E activities of international development projects.
  • Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience in designing and managing beneficiary monitoring and database systems.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
  • Experience in planning and managing surveys.
  • Experience in developing and refining data collection tools.
  • Experience with data quality assessments and oversight.
  • Experience in managing and providing training to partners and target beneficiaries.
  • Preference for Indonesian nationality
  • Bachelor degree in social studies, public health and other related development studies;
