PSI seeks highly qualified candidates for the position of Technical Advisor, Health Services for PSI/ Angola. The candidate will provide effective leadership and strategic management of PSI/Angola’s health interventions to ensure they are targeted, evidence based, and using international best practice approaches to achieve health impact. The successful candidate will serve as the Chief of Party for an integrated social marketing program. This full-time position is based in Luanda, Angola and reports to the Country Representative.

RESPONSIBILITIES:
• Provide technical leadership and guidance to support PSI/Angola’s Social Marketing and Behavior Change Communications programs in HIV, family planning, malaria and child survival • Build the technical expertise and program management capacity of senior technical staff to design and manage effective and efficient interventions • Support technical Program Directors to set and achieve ambitious DALY, sales and distribution targets and monitor their performance towards these goals • Ensure all Program Directors develop and implement project logframes and annual marketing plans using the Delta process for all interventions and monitor their performance • Ensure Program Directors develop research briefs and use research results to identify priorities and drive intervention strategies • Improve the efficiency and health impact of prevention programs while effectively leveraging staff and resources and developing strategies that maximize synergies between health areas
• Support program directors in identifying and assessing market need and feasibility for new products and services within existing health areas • Identify and pursue opportunities for new cross cutting health interventions and new technologies • Contribute to the development of PSI/Angola’s five year strategic plan • Maintain regular and strong donor, Government and other stakeholder relations, including building partner technical capacity as needed
QUALIFICATIONS: • Masters degree in relevant field (MBA, MSW, MPH) or equivalent experience • Technical expertise in the area of social marketing, HIV, reproductive health, maternal and/or child health preferred • 3-5 years demonstrated health experience • At least four years of work experience in a developing country, experience in a post conflict environment preferred • Experience managing USAID funded projects, including managing a diverse team preferred • Familiarity with international health, development issues and the international donor community • Experience logical frameworks, marketing planning and program management tools preferred • Ability to work effectively in partnership with a variety of audiences and organizations • Fluency in spoken and written English • Fluency in Portuguese or Spanish preferred • INGO experience strongly preferred • Excellent writing, presentation and interpersonal communication skills preferred
