MAHKOTA Project Job Consultant: IT & Operations - Indonesian

The Government of Australia is supporting the Government of Indonesia in its social protection efforts through a program called MAHKOTA - Menuju Masyarakat Indonesia Yang Kokoh Sejahtera (Towards a Strong and Prosperous Indonesian Society).

MAHKOTA is a flexible facility administered by a Consortium led by Cardno (in partnership with Development Pathways and Monash University) that can respond to Government of Indonesia priorities, provide top Indonesian and international expertise, and allow the Government of Indonesia to take risks with innovating policy.  MAHKOTA's goal is for a comprehensive and equitable social protection system for the whole of Indonesia by 2025.

The outcomes of the program are:
  • Quality of the national social protection system is improved.
  • More comprehensive and joined up social protection and labour market policy is delivered.
  • Synergies with wider social and economic policy and planning are enhanced.
  • Government of Indonesia capacity to progress towards the goal is established and can continue without further Australian support. 
A key partner for MAHKOTA is the National Team for the Acceleration of Poverty Reduction (Tim Nasional Percepatan Penanggulangan Kemiskinan), or TNP2K.

In 2011 TNP2K developed and now manages the Unified Database (UDB), which is a national registry that aims to assess the wellbeing of the poorest 40% of Indonesia's population (approximately 96 million individuals). The database contains the names, addresses and information on a range of other demographic variables. It has been used for targeting Indonesia's key social protection programs.

As dictated by Law number 13/ 2011, the UDB will be transitioned from TNP2K to the Ministry of Social Affairs (MoSA) by 2019. An inter-ministerial working group will be responsible for realizing the transition.  MAHKOTA developed a 'transition roadmap' and set of recommendations to implement this transition.  It sets out three areas of activities: (i) preparatory activities in 2017 (ii) parallel mirroring of operations at MoSA and TNP2K in 2018, and (iii) complete transfer and operations in 2019.

As Managing Contractor of MAHKOTA Program, Cardno is currently looking for an IT and Operations Consultant.  The IT and Operations Consultant will be responsible to assist with the validation of and agreement to the transition roadmap across the various ministries as well as assist in guiding the implementation of the roadmap from January 2017 to December 2019, as well as to manage transition of the UDB Database from TNP2K to MOSA.  He/She will report to Mahkota Team Leader and Deputy Team Leader.

Remuneration
