Consultancy: Mid-term Evaluation of Rural Development Project in Oecusse Region, Timor-Leste 

World Neighbors (WN) is an international non-governmental, non-profit development agency (INGO), working in Timor-Leste and Indonesia, to inspire people and strengthen communities to find lasting solutions to hunger, poverty and disease, and promote a healthy environment.

World Neighbors (WN) is soliciting proposals for an independent, external, mid-term evaluation of its Increasing Community Resilience in Oecusse (ICRO) project in Oecusse region, Timor-Leste. The ICRO project is a three year USAID funded project implemented by WN with the goal to improve the health status and quality of life of Timorese citizens by increasing the availability and use of clean, safe water; improving sanitation facilities, and enhancing the uptake of improved hygiene practices.

Summary of Consultancy

  • To conduct a comprehensive mid-term evaluation of the project implementation process; project achievements (output and outcome) so far; and benefit and impact of the project for community and stakeholders (implementing agency, local government institutions and other parties);
  • To analyze the strengths and weaknesses of the project in all aspects related to the project scope.
  • Based on the evaluation findings, make recommendations for any changes needed over the second half of the project.
  • Present the initial findings in a mid-term reflection and evaluation event in Oecusse Region. 
  • To submit a final Mid-Term Evaluation Report in English.
Proposal Format 

  • An application cover letter.
  • CV of the evaluators (expected to be 2 persons)
  • A brief yet comprehensive evaluation plan (not more than 5 pages) in either Bahasa Indonesia or English. This must include all the following points: evaluation goals and objectives; focus of the evaluation; the method of the evaluation (data collection) and analyses; and the code of conduct used by the evaluator.
  • A budget plan consisting of the expected honorarium for the evaluator team. Please note that the budget for all expenses (travel/transport, accommodation, consumption, supplies etc.) for the evaluation will be handled by WN.
  • Past Performance References covering all similar work performed over the last 3 years, complete with the overall budget of the contract, contact persons, telephone numbers and email addresses.
  • Optional: A set of relevant attachments to the proposal that further document or explain the Offeror’s approach and qualification (e.g., institutional brochure, letters of reference, publications list, audit report statements, etc.)
