KOMPAK Program
KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia’s efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:
  • Supporting Local Governments and Service Units to better address the needs of basic service users;
  • Supporting the poor and vulnerable to benefit from improved village governance; and
  • Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.

The Opportunity
The Local Governance Specialist (Short Term Consultant) will analyze the learning outcomes of KOMPAK support for sub-district strengthening, formulate policy inputs related to the management of delegation of some authority from the Bupati to the Camat, planning and budgeting governance, governance of cross-sectoral coordination and governance of village development and supervision to ensure support accelerating the increase of access and quality of basic services, especially improving the quality of HI ECD, maternal and child health, and accelerating the scope of legal identities targeting the poor, women's groups and vulnerable groups.
Key Duties

  • Develop work plans according to the stages of meeting the final consultancy targets;
  • Analyzing various sub-district strengthening learning, including authority, leadership, planning and budgeting based on data and information, sector coordination and village development and supervision through consultations with stakeholders at the national level and in the KOMPAK and non-KOMPAK locations; 
  • Formulate policy formulations and consult with relevant parties;
  • Facilitating focus group discussions / workshops related to the discussion of the policy memorandum framework and preparing the results of the discussion / workshop report;
  • As needed, provides technical support to sub-national in delegation of authorities to Camat, planning and budgeting, inter-sectors coordination roles and village BINWAS
  • As needed provides input for the concept of relevant programs / activities in the context of strengthening the sub-district; 
  • Collaborate with KOMPAK program advisors and related units to ensure program / activity support is in line with the policy concept framework and consultancy output quality standards; 
  • Carry out other tasks according to KOMPAK Kecamatan and Village Strengthening Lead direction and related government support needs.

 Key Requirements
  • At least 12 years experience in local governance and community development activities; 
  • Demonstrate analytical and research skills;
  • Ability to successfully interact with high level government officials at national and sub-national.
